The are several tricks to getting a good portrait tattoo. 

The photo

Firstly the original photograph has to be good quality:

bullet

clear enough to see the details like eyelashes and highlights on lips and on eyeballs

bullet

lit from one side, not from the front.  This is especially important for baby pictures as they lack the definition in their faces that us older folks have.  Pictures taken with a face-on flash will be "whited out" and we need shadows to create shape.

bullet

big enough that we can scan it, resize it and generally mess about with it without making it blurred.

The shading

Black and grey generally works better for tattoos as it is easier to get the soft graduation of light and dark.  This can be done with colour but it is trickier and takes longer because colour can easily look "cartoony".   The shading in the new tattoo wil look very dark - this is deliberate.  Black and grey settles much lighter after it's healed so we have to "overdo" the black initially to make sure the tattoo will last.

The artist

Portraits are a specialism and not all tattooists can take on this sort of work.  Look for photos of portraits they have done before. Don't assume everyone can do them.
